HCSC is a Non-Profit Non-Partisan 501 (C) 6 Modular Industry Business Coalition collaborating with America's residential renters to achieve our mission to "Fill the Affordable Housing Supply Gap!"

 

Millions of American Renters are forced to cope with the consequences of an unresponsive market either unable, or unwilling to meet crisis-level demand.  

 

The national supply GAP reached crisis levels for the following reasons:

  • A large historical cumulative supply deficit accounts for approximately 2 million units of the total 8 million units needed over the next decade.

 

  • On-going delivery deficits grow the Gap due to precipitous declines in new construction exacerbating conditions resulting in what is now an unresolvable chronic condition:

  • Current supply meets less than 1/10th of demand;

  • More than 100,000 existing units are removed from service every year!

  • Today, unit attrition exceeds new deliveries 3+ to 1!

  • To all this add the loss of naturally occurring affordable housing (NOAH)

  • Inexorable increase in "Home Rentership Rates," that policymakers continue to ignore, demands policy rebalancing as Home Ownership Rates decline through 2035.

  • Coalition SolutionMakers are educating and advocating to help legacy policymakers and providers adjust to current & future household formation realities.

Our Coalition is committed to helping solve this very serious problem.

A new "affordable housing paradigm" offers a new set of value-propositions for business, taxpayers, and residential renters.  HCSC Programs and Initiatives are designed to significantly increase volume delivery of safe, stable, attractive multifamily projects, communities and management support services!

To normalize markets, authoritative research calls for 500,000 to 800,000 units of truly affordable rental housing annually over the next ten years.  We know this is impossible, but we've set reasonable goals within existing and near-term planned production capacity of the modular/manufactured housing construction sector.  We can make a difference, and for the entire Construction Industry, American Renters, and concerned Leaders, we quote:

Housing Crisis Solutions Coalition (HCSC) Programs and Building Initiatives deliver a new Solution-Set to volume build attractive Affordable Multifamily Communities for Very Low to Middle Income Renters (VLMI) which now involves over 60% of all residential renters and 40% of our labor force.

It's time to augment and replace traditional government "Affordable Housing by Subsidy" with "Economic Rental Housing by Design!" Competitive market-rate practices and capital resources can build profitably without government subsidy at monthly rental rates below HUD Fair Market requirements.

Coalition Programs and Initiatives are designed to promote and support cooperation and collaboration between all parties throughout the country to dramatically increase volume delivery of reliable, safe and attractive "Economic Rental Housing by Design!"

 

Most importantly, 100% of all building and development underwriting costs are provided by the Coalition's Finance Council Investment and Lending Sponsors!  The goal is to match current LIHTC Federal Subsidy volume of $9 Billion!

VillaReal Villages is the Coalition's 1st Building Initiative and the nation's 1st Full Service Modular Affordable Home Living Community.

Phase One development includes over 595 Units of "truly" affordable Economic Rental Housing.  Off-Site Manufactured Modular Structures, On-Site Installation/Construction Methods, Streamlined Entitlement Processing (STC STEP10) and Tenancy Centric Concierge Management combine to deliver a new investment asset class for Finance & Development Sponsors.
